If you have installed MWPatch YOU MUST TO RUN GAME THROUGHT MAGIC WALLS not normally. Magic Walls make all things like changing folder name to run game. You don't want to do anything.
And you said that it's illegall to making hp maps cause KWG don't give editor. KWG give some editor files with editor configurarationts.
A lot of UE maps from games still is uploading to internet. And UE map files don't have any stuffs from HP or other game. Have only information(vars) where's class it is(location) what propeties is have etc. But level desing and this what action i made in map it's my buisness - means it's mine where i put it(location) and what vars i make on classes. Of course if you run map it's have a hp stuffs like models etc. but map file wich i made have only infos about this things.
It's be so hard to make dueling multiplayer. I don't know that maybe better be using UT2003 engine and move hp stuffs to it(of course first good modify all).
Ok, if MW works now you can making levels with hp actors(view actorclassbrowser and under HarryPotterX you have a lot of HP Actors generated by me. Of course it's not only thing that do MW but i'ts a base of it.

Yeah, I have no idea, but it seem that there is more job to "porting" HP to UT than just make the multi player to work. But maybe there is a big reason that HP games don't have multi player like it would be way to hard...

About sounds now:
I have converted HP1,3 and some hp2 sounds.
And yeah, it's could be very comfortable if i convert it to package that i do and send with Magic Walls but peoples still forgeting that this sounds is not mine so i can't upload modificated for runtime sounds package. Only possible way it's add blank sounds to editor package. Then you can hear sound effects only in game.
And this site what you give cheatcat is bad for HP3. HP2 & HP3 using OGG Vorbis licence to add music files in *.Ogg extesion without any interference with U Packages. Of course most or maybe all UE games using U packages for music so this site is about most games, not HP2,3 lol.
HP1 using U files for music only.
I know UCC. So i can adding sounds too.
And now question:

I making four levels now xD Still new idea.
